Over the past 50 years primary school enrolment has been nearly universal in high-income countries. While low- and middle-income countries lagged far behind in 1970, they have since made substantial progress towards universal primary enrolment, in the context of the Millennium Development Goals and later as part of the SDGs. In 2018 nearly 90 percent of primary school–age children in low- and middle-income economies were enrolled in school. But despite high enrolment rates, many students are not learning.
